Hawaii Range Complex Environmental
Impact Statement—Hawaiian Islands
This EIS analyzed the impact of an increase in the scope and pace of Navy training
activities and ballistic missile defense requirements in the Hawaii Range Complex.
Thirteen environmental resource areas were evaluated to determine potential effects
of proposed and ongoing activities, and three alternatives were offered as a result
of the evaluation. Areas evaluated included air quality, airspace, biological resources,
cultural resources, geology and soils, hazardous materials and waste, health and
safety, land use, noise, socioeconomics, transportation, utilities, and water resources.
Ehime Maru Environmental Assessment—Oahu,
HI
An environmental assessment (EA) was prepared to determine the impact of the Navy’s
decision to raise the sunken Japanese training vessel, Ehime Maru. We conducted
detailed marine surveys to determine a proper site for the relocation of the wreck,
and developed an environmentally sensitive mooring plan utilizing concrete. We also
developed a detailed mitigation and recovery plan to handle possible hazardous material
spills during the recovery effort, as well as conducting socioeconomic studies on
the overall impact. The entire EA was completed on a highly accelerated 10-week
schedule.
Ground-based Midcourse Defense (GMD)
Extended Test Range (ETR) Environmental Impact Statement—Alaska, California, Hawaii,
and Open Ocean Areas
This Environmental Impact Statement analyzed the potential impacts of constructing,
operating, and testing the Ground-Based Missile Defense system. We analyzed 16 resource
areas and addressed public concern over safety. Specialized studies were conducted
in air quality, water quality, hazardous materials, air space, economics (international
shipping impacts), cultural resources, threatened and endangered species, and electromagnetic
radiation.
Environmental planning and compliance
Our work has ranged from programmatic environmental documents for major weapon systems
and military activities, to abbreviated Environmental Assessments (EAs) for military
land disposal and acquisition. For many of these projects, KAYA has supported the
full Environmental Impact Statement (EIS) and EA process, from scoping through the
preparation of the Record of Decision or Finding of No Significant Impact. Fundamental
to this process is the ability and experience of our Project Managers to focus on
the important issues, thereby avoiding the delay and cost associated with analyzing
non-significant resource areas.
We have experience working with the U.S. Army Space and Missile Defense Command
(SMDC) Environmental Office (SMDC-EN-V) and test range environmental offices. This
experience includes implementation of DoD environmental protection directives, Hazardous
Materials Management Programs, and the Army regulations that implement the Pollution
Prevention Act.
Web-enabled environmental project sites are currently in use to support our clients
for environmental compliance. Existing environmental collaboration web sites have
helped KAYA managers to receive an average rating of 97.9% on an ongoing award fee
contract for SMDC Environmental Documentation Support.
KAYA staff have provided support to the SMDC Environmental Office in overseeing
environmental compliance activities at SMDC installations and activities at numerous
sites in the Pacific region, Alaska, and CONUS. Activities include all media and
all aspects of environmental stewardship and pollution abatement.
Cultural resource management
One of KAYA’s strongest specialty resource areas is cultural resources management.
We provide the full range of cultural resources management services, including coordination
and implementation of the compliance processes required by federal, state, and local
statutes and regulations. Our experience has been applied to a variety of environmental
activities and in support of federal, state, and local clients. Past and present
federal clients include all branches of the DoD, the Department of Energy, the Department
of Transportation, the U.S. Army Corps of Engineers (various Districts), and the
National Aeronautics and Space Administration.
Field services include archival research and records searches at the local, regional,
national, and international levels; CONUS and OCONUS large- and small-scale archaeological
and buildings surveys; and consultation with agencies and cultural groups at all
levels across the United States and in the central Pacific. The various types of
cultural resources documents prepared include research designs:

- National Register of Historic Places (National Register) evaluations
,determinations of eligibility, and nomination forms

In addition, KAYA has extensive experience analyzing impacts on all classes of cultural
resources under the National Environmental Policy Act (NEPA), various state environmental
statutes, and conducting environmental compliance audits at major DoD and Federal
Aviation Administration facilities across the United States.
Specialized cultural resources experience includes a comprehensive knowledge of
American military construction and architecture, particularly as it relates to lighter-than-air
facilities and equipment, World War II, Man-in-Space, and the Cold War. Our staff
have also evaluated early American homesteads, ranches, and farms; 19th century
schoolhouses; missile complexes; industrial plants; radar facilities; and state-of-the
art telescopes and optical systems.
